As long as our mage can see him, he will be affected by the magic chains: it's not a ranged attack... it's a ranged attack BASED ON PERCEPTION: VISION. That means that unless he makes his will save (which is pretty high, mind you), he will have his active defenses (dodge and parry, which are the only things that is a bitch to deal with) halved.
That's how we deal with speedsters every time.
And once they are properly chained up/netted/mind scrambled, we take them down with our damage attacks.

Korosensei, at his top speed of Mach 20, could reach the moon in a matter of hours (IIRC from one of the side notes at the beginning of one of the more recent chapters).
