Non-initiators have an initiating level equal to half their character level for learning maneuvers. So a Fighter 4/Warder 1 would be initiator level 3 for maneuver learning letting them learn 2nd level maneuvers.

I figured that since most of my spells have been exhausted at this point in the dungeon, their breath weapons would more than make up for my diminished firepower, while at the same time the dragons are low enough on HP that they can be dispatched very quickly should they turn on us.

If they survive until we exit the dungeon, my plan is to take them back to the town we're trying to save from the undead in the cave we found them in and get them to join the town guard, which has been severely depleted by the constant undead attacks.
My theory is that since they're intelligent creatures, they'll understand that by cooperating with the town, they'll get easy and plentiful access to food, protection from other evil creatures and roving adventurers, and potentially great wealth if the town prospers.
Sure, being chaotic evil will make that a bit of a challenge, but evil people thrive in society all the time, even in law enforcement. Plus the threat of retaliation from the kingdom's government or adventurers should they slip up should potentially keep them in check.

In theory, the tier list merely assumes that everyone at the table is optimized at similar levels. In practice, it's some nebulous level of "average" optimization, where heavily optimized characters can sometimes go up a tier and poorly optimized characters can sometimes go down a tier(or even multiple tiers, for cases like healbot cleric or wizard who ever only uses blasting spells).
