Why would he waste time recontacting the Emperor, who was no longer concerned with matters of military, when his Warmaster gave him a new order that was perfectly in line with the Emperor's edict. Ultramarines, Space Wolves, Blood Angels and Dark Angels were really the first legions to start getting coherent backstory as 40k lore shaped up into something cohesive. There was even a line (I wish I had the picture of the old codex, maybe someone else has it) that those four chapters were the most crucial to the Imperium's survival. Lore for everyone else filtered in over time.

Don't invent details to make Lion look bad. They weren't having constant breaks and Russ happened to laugh during one of them. They're Primarchs, they don't need breaks, and the story is that they literally fought non-stop day and night until Russ realized how stupid the fight was and started laughing, so Lion dropped him for being a cunt and cheap-shotting him in the first place.
You're going to have to accept that the story as it actually is paints Russ as a manchild who endangered his own men because someone hurt his feelings, blamed brother for his own fuck-up and got rightfully decked in the end.

No, he has a point. In almost every case, a Legion would have been a lot better without their primarch, or have continued to function normally. The Legions themselves were never a problem - their Primarchs just had so many flaws and made so many bad decisions, it fucked them over.
The Emperor's Heralds would've continued to be happily trying to purge heresy from other cultures, and wouldn't have had an organized worship of the Emperor to gather around, and later be corrupted from.
The Death Guard would've continued to footslog.
The Night Lords would've been brutal butchers and shock troops, but they wouldn't have been tainted by their primarch's despair over the state of the universe or become a bunch of criminals turned supersoldiers, with all the flaws thereof.
The Thousand Sons would've been mutated out of existance, it's actually good they got to Magnus.
The Dark Angels wouldn't have had anything happen to them, or go crazy from grief over the 'death' of their primarch and vow to hunt heretics.
The Luna Wolves would've never begun to follow their primarch over the Emperor.
The World Eaters would've been brutal warriors, but they wouldn't have had nails slammed into their head so they could never be anything but that.
The Iron Hands would've never gone crazy over replacing their flesh with metal and just have been generic footsloggers.
The Raven Guard would've been more in line with the Night Lords, but they wouldn't have been bad. If anything, they could've come around to something more like Corax's thinking on their own given time.
