Location: Central in Segmentum Ultima; 200 light years above stellar plane.

Azodias is the capital to the Azodias sub-cluster, the domain oft the Azodian Mechanicum. The domain was liberatet Form a viele tech-xeno hold during the Great Crusade. The Forte World at its heart was erected in the ruins of the xeno home world and to this day strange strains in the machine spirits oft Azodias' most ancient fanes can be traced. The magos hailing from this ancient domain are vers bellicose and it is not seen as strange if one takes place in the ranks oft the ordo reductor to return back to his forgefane several hundred years later as a changed man. Azodias has vers stong hieß to the ordo reductor and a great many Lord of the reductor Sees the world as an invaluable point oft resupply. Also is Azodias in a state oft mistrust toward the fabricator-general oft Mars singe the day he threw bis lot in with the Warmaster, making them a valuable ally to any imperial force wrongfooted sich Mars. The surface of the planet is covered in dirty white dunes, since the synthetic alien ecosystem grips the planet to this day, only now smeared with the oily black and rusty red products oft then millenia oft heavy industry. The military assets oft the planet are formidable, not at least because of the many magos who once served in the ordo reductor. The Myrmidon cult has many fanes in Azodias, the Legio Cadaver, the "the Corpse Makers" habe a fearsome reputation as to the amount oft allies they are willing to kill if it serves the path to victory, and they allied knight house, the Dibukkim, are relentless hunters oft monsters and leaders.

During the xeno specie's hold on the planet, their travelers and traders would often saddle up on these beasts for transport.

When they died (often of exhaustion), their hollowed out shells were used for shelter. The largest and oldest ones can grow to be the size of a house, and villages followed by cities sprawled out as the crab-beasts were driven to death by trade.

Giant city-graveyards of shells stretching kilometers are a subject of intrigue to imperial xenobiologists, as well as a handy hovel for the poorer citizens to live in.

I'm maybe thinking that perhaps the reason the paperwork got done really fast is because of some kind of Mechanicus-approved paperwork-helper machine or servitor. Like, everyone has at least one in their house or something.

The Azodian Hive-Shamans are the regiments originating from Azodias, a Desert/Swamp with Acide Ocean planet. Considered as a Forge World du to the large number of Hive some would consider it a Death World despit numerous people living outside hives.
Culturaly speaking the population is divided in cast and gangs. Each of them have markings that allow for identification. Those marking are done by applying the ocean acide upon the person, thus creating scars which are then painted.
The fact that trouble the most the Holy Inquisition of His Majesty is the important percentage of Psyker in this planet. Hopefully the governor of this planet found a good way to limit those dangerous persons by making regiments with a large part of Psyker. Hitting to bird with one stone, he also recruit manly in the gangs of the planets, making sure to not send people from rivals gangs in the same regiments.
The Imperial Guard is, however, not very found of Azodian regiments due to, mainly the high number of Psyker, but also to they Unorthodox technics such as the traditionnal "Crab Mounting". An "cavalry" assault where the guardsmen attacks with gigantic crabs. Nonetheless very efficient because of the dense shell of the beast, it's still impressive to see.

I would not consider it a forge world, since it has imperial guard regiments and thus belong to the adeptus terra. And knowing what a organizational clusterfuck the guard is they will not be able to devide the regiments per gangs, thus letting the arbites take place

For the clusterfuck part, I got the idea from the Scottish into SPASS (Drookian Fen Guard). For them all regiment consist of one clan during one generation.
Maybe the deal where that because of reasons (honor, deal with arbitres,..) they would manage to do that. OR they would be an agrement between gang member to not murder anyone rivals once in the guard.

Meybe we could go with an ork invasion. The planet was poorly defended due to in lack of interest (not a lot of ressources). And despite the logical defeat the locals gangs held against the invasion with the logistical support of the arbitres until reinforcement. Reason of the friendship between gangs and arbitres
