Beyond their simple 'Red Army in space' aesthetic, the Valhallans are a confused clusterfuck because of lack of consistency among BL authors.
The Cain books would have you think they're a bunch of cocky fedora-tippers with generic, nondescript future names, while the rest of their books and GW fluff have them as crazy fanatical, dour, and with Slavic names out the ass.
The Vostroyans not only have the superior aesthetic and battle tactics, but they've also been pretty consistently portrayed and their first outing, Rebel Winter, actually characterized them nicely and gave a lot of background on Vostroya itself.

Vostroyans. The Tzarists have awesome uniforms and equipment, in how they mix their ancient ornate armor and their futuristic weaponry and vehicles really fits well with 40k's overly baroque gothic aesthetic.
The Soviets are Soviets. They have a grimly holding the line vibe that most IG in 40k have, and the idea brings to mind shoddy equipment and training. They get looked at even less in the fluff than the Vostroyans do. If it weren't for Ciaphas Cain, I doubt GW would want to keep them around.

But in the interest of this thread, I'm with you on the Vostroyans. They just have a great, truly 40K backstory, without being too edgy or cliche. Plus, I love the hats.

Depends on the setting, really. I like Space Soviets in more gritty, realistic games, but if we're going for my favourite type of sci-fi, over-the-top space opera campy shenanigans, there's no substutute for the Tsarist charging his cyber-horse over the battlements of a Dyson-sphere space fortress, brandishing his vibro-cutlass with fervour as he screams the praise of the Czars over his helmet microphone.

I like steel legion with a heavy red army influence. Red Army is best army. It's got the Imperial Guard aesthetic down pat: bulky, brutal, pedantic, and armed to the teeth.
My approach is to take the 50's and 60's era soviet army, give it a strong cultural flavor of the Great Patriotic War, and then give them a healthy dollop of armageddon equipment.
