One of my regular GMs has this kind of problem with one or two of his players. He has told me that he just lets them do minor swindling like that.
I suppose it is less drama and the story goes forward. Not sure if it's the right move though.

I'm speaking from a GM's perspective. If I catch people cheating I give them a warning. If they do it twice I tell them to not show up next session and "embellish" the monster's rolls to kill their character.

I actually can make an argument for electronic rollers. They're far faster than rolling 10-20 dice. Really if someone can't be engaged while a phone is near them then there are more problems than the phone.

I had two players who fudged their rolls constantly.
Always at character creation, and followed it with high rolls throughout the game.
I roll the same dice and get the expected average or lower.
I let it slide because most of the time they played so terribly that they needed all the help they could get.

I do that as well sometimes, honestly. Most the time, though, the characters are ones I just fuck around with for the funs. I've used maybe three in a game overall.
IMO it's totally fine so long as you don't have a character with every stat 16 or above.
