In the case of GURPS, I'd let them use Ritual Path Magic, but not standard Magery or Sorcery. (An exception would be if they had some sort of mana gathering magitech shit.)

Yes. In My Setting, a soul is required to interact with magic, but any computing device (organic or otherwise) will develop a soul simply through use in a magical environment. Modifications and special hardware are usually required to access it and effectively use it, however.

(Cells also have souls, DNA being enough like a program to count. Where did you think morphogenetic fields and "life force" came from?)
