USA totally does have the capacity to do that on their own - from a financial and manpower standpoint. Not exactly. Reality is not a video game - it doesn't work like "Throw 20 billion dollars at a problem and scientists and infrastructure magically appear out of thin air". RAVEN is still undergoing maintenance though it was able to scan a few systems that might be of interest before it was forced to come back. We've had to make due with only the DOVE as of late so finding a viable planet to settle has been slow due to the fact it can only explore one planetary body at a time.
