In my scenario there's a sovereign trade city in which killing others is expressly forbidden regardless of their allignment.
It is really funny to see the paladin rage when his detect evil goes wild and amongst other evil creatures he finds the bbeg shopping for components for his world altering ritual in one of the shadier shops and getting roflstomped by the fully buffed and magically equipped local guard when he so much as attempts to raise his holy symbol in the general direction of the evil creatures, much to the amusement of the evil creatures around.

The place is fairly unique in the scenario, its a flying city that exists in multiple planes ruled by a neutral capitalism inclined epic level wizard who's probably the single most powerful creature in the world but don't really give a damn about whether some cult will make this specific plane have eternal night or rain acid blood and spawn demons, for him it's all the same.
