Orks are fucking fierce and presented as that in the fluff. Even their miniatures reflect that, with an Ork boy the size and bulk of a space marine - which they are meant to be.
They are used frequently to show how bad the Guard has it because of how gruesome fighting this race is, and they are in turn used a lot to represent incursions that are terrible enough to get the Space Marines involved whenever authors want to hide the true threat.
Just so happens they're also funny as fuck.

Fans have always claimed that Orks as big as buildings, Titans, planets or whatever are definitely explicitly absotively 100% canon (to say nothing of all the other ways in which Ork fluff constantly gets misremembered and mangled), but until I see a clear, unbiased description of the Beast in the flesh - rather than a shocked human's reaction to an image, which could have even been knowing hyperbole on the character's part anyway - I'm not inclined to believe it.

Well, Orks did grow bigger before the Imperium started to seek out and destroy them more efficently. Before the Great Crusade Orks just did whatever the fuck they wanted because there was no galaxy wide communication network for humans.
