Plus, Hell is not exactly safe, it is mentioned many times that there are dangers to you and your status. So, even if you're going to be nice to everybody, far from everybody will be nice to you. Third, if you absolutely must, take Felira with extended contract option. That's pretty much what it, or as close as you can get RAW.
