Could go with hybrid. They can sustain themselves out of water for a few hours but ultimately have to rest in water vats they bring along as their homes.

Rather than swim without penalties, give a direct swim speed.

Also, Attribute bonus to DEX and INT.
Can squeeze into Tiny/Fine spaces, but can't take any actions but moving while squeezing.

Swim speed refers to how fast a creature can swim when unencumbered. If someone's hitching a ride, the octopus'll have haull a lot more mass, resulting in a much lower speed, or needing to make checks.

Also, there aren't really any spots anyone could hold on to a swimming octopus, unless they don't mind getting their brain/organ sack squashed.

Play an awakened Octopus? Just give it better int/ wis/ cha stats? Octopi as it stands can survive on land in real life, but they need to keep moist.

Other than that, ask your dm if you can play a mind flayer that the tadpole died half way through and you're now a half formed ithilid creature? Take a hit to con, a bonus to int, and some extra small flavor features like empathy by touch, or limited telepathy with the ability to send messages within 5 ft but not able to receive.

Highly advanced fantasy bullshit version of Mimic Octopus that's able to (near) completely mimic humans/humanoids through physical change rather than polymorph. Can either be adapted to terrestrial life or uses magic/magical items to survive out of water.

Make it weak to above-average altitudes, dryness, and fire, and give it fear of cephalopod-based delicacies.

Not OP, but this is... surprisingly good. As a general rule, I'd never allow crossover/fan fic stuff at the table. But this is actually well thought out.

Octopuses can survive on dry land, it's mostly stay moist that's the problem and you can probably handwave that.

Isn't there some sort of "floats but can't fly as a constant effect" effect in D&D?

How would it work in game mechanics to have a sentient octopus mage riding around in a little water bowl hat (like a kappa's head thing) on another adventurer? Why not just have it be a kappa - like a master blaster type of deal where the octopus commands and rides on top of the kappa. Have the balance be in that the kappa can ignore commands the more damage it takes until the Octomaster makes a successful CHA roll to get it back under control.
