Why are they shit at close combat? Poor reflexes, less than standard Human muscle-mass and unfocused, if more encompassing sense of sight.
Why are they shit in general? Because GW decided to make them a bunch of nearly unstoppable "muh tactics," underdogs that aren't actually underdogs, instead of actually utilizing their potential for relatively reasonable guys slowly coming to terms with the fucked up universe around them.
