I have thought of some fluff for these guys. The reason why they have funky geneseed is the survivors of the Craftworld that was wrecked got the Murder Clowns to bring help from the Dark City. A scout reported the Farseer in charge of the destroyed Craftworld putting out for the Homunculus who's coven ruined the geneseed as payment, but the Eldar deny said event. The mutation has increased their hatred for flesh to levels their parent chapter would say tone down. The chapter later realized that it's time was running out, and that if it's going to die the galaxy will know who's going to be going out in a blaze of glory. That's why they refuse to cover their livery. The chapter symbol was changed to an iron hand holding a hour glass to repersent how much time they have left.

This is a chapter that was founded during the 38th Millenium to place marines in an area that lacked them, using Iron Hands geneseed. The Chapter takes a hardline stance on Xenos, suffering not the alien to live. Unfortunately, their Geneseed is somehow flawed, causing them to have hypersensitive eyes and oddly colored skin, along with losing their Zygote. The Chapter is very proud of their heraldry, and cover it under no circumstances. Their figure of legend was a Chief Librarian that messed up an Eldar Craftworld something nasty.
Their homeworld is a hiveworld surrounded by desert wastes. They do not involve themselves with the political affairs or management responsibilities of this world, though they recruit from it. The chapter has a unique organization that goes against the codex astartes, involving a lack of Assault Marines and a requirement for weapons to be blessed before every battle. They strike terror into the hearts of their opponents during combat, for that is how they fight. The Chapter believes in honoring their Ancestors, the Battle Brothers that came before them. They are at nominal strength.
They have strong ties to the Adeptus Arbitus, and have somehow attracted the ire of a particular Daemon, Daemon Prince, or Disciple of Chaos.
Don't marine chapters have different psychic powers? I saw something like that on Lexicanum. Maybe our Librarians could summon a wave of psychic sand made of iron to drown people with.
