"Miss" is what you call teachers when you're a child. But it's the safest one so far.
Another problem with "ma'am" in England is that in some parts of the UK, "mam" replaces "mum". Seems well dodgy to an Irish or Scottish hard-of-hearing old lady if she thinks you're randomly referring to her as your mother.
