He found some strange being in the warp that offered him shady deals for more power and knowledge and he didn't told anybody even after the emperor told them that the warp is bad and you shouldn't play with it. I like the Ultramarines actually. Roman-styled superdudes made for empire-building (and preserving) with a Primarch that isn't A"Oh, muh grey morals!"-character, but a man with simple goals: Don't make the Imperium a hellish shithole. Let your army excell at some things (logistics, planning stuff beforehand, not fucking up every civilian), but give them enough training in other ways of battle so they don't become an army of hats. Write all this stuff down, so other loyal legions/chapters can take your understanding of (non-)battlefield tactics as a guideline and helpful insight.

But that's not nearly grimderp enough, and especially not Spiritual Liege tier of stupid, so fuck this all.

Yeah, maybe it wasn't the best idea to force every legion to split up, and to split the Imperial Army into Guard and Navy, but the idea in general was, that not a single person should ever have as much power as Horus again. Nowadays, if a chapter turns traitor, it's much easier to deal with them. If an IG-regiment turns traitor, just leave them on the planet for extermination.
But sure, while it helped with internal conflicts, it weakened their overall ability to respond to bigger outside threats.
