PDF forces are more loyal to whichever great and occasionally noble house they live under or which hive they are part of. Loyalty to planet is not even that much of a thing.

Exeptions made for the Ad-mech and ecclesiarchy soldiers. They are loyal to the institutions they belong to and the authority of the highest ranking member. Lord-Technis and Supreme Patriarch respectively.

The hive developed a profound respect for the art of comedy during an event known as The Great Pandemonium.

The Great Pandemonium was a dark period of the hive's history, beginning in 311 M38. Cults of Slaanesh had risen up to wrest control of the planet from the Imperium of Man, and had summoned a mighty Keeper of Secrets to aid them in their bid for the planet.

As the legend goes, when all seemed lost and the vile cult of Slaanesh were poised to take control of the planet, a lone man rose up to challenge the Keeper of Secrets in single combat. As the daemon was about to slay the man for his foolish challenge, he uttered a single joke; assumed to be a 'handjob' joke, as none but the human and the daemon heard it. The Keeper of Secrets began to laugh, and before anyone could fathom what was happening, the daemon was completely paralyzed by fits of hideous laughter. Now immobilized and unable to defend itself, the daemon was easily defeated and sent back to the warp, and the brave and noble defenders of the hive were able to regroup and launch a daring counter-offensive against their now leaderless and disorganized opponents.

The battle was won, and the planet was saved, but nobody knows who the mysterious man was or what joke was uttered that day. Since then, comedy has remained an important part of the hive's culture, and guard regiments from the planet are renowned for their uncharacteristic mirth and unusually high morale.

Some of these 'veneration clubs', as they call themselves are even employed by patricians of the hive to dispurse strikes or pacify uprisings in the lower hives.

This often includes mock processes where those that don't pledge themselves to the most extreme devotion to the ecclesiarchy, including giving up their monetary wealth to them, and thus, mass killings aren't uncommon.

This is widely deemed acceptable though.

There is a Top Gun-like ace pilot program. It functions as a proving ground for lone air operators, specialty formations, and moral boosting trick fighters. Many officers in the upper crust of the command structure proudly display their Ace Wings on their uniform.

This is usually the case, but unlike other servo-skulls, skull-kings are able to resist commands to an extent. Not absolute commands, but they do complain about an order they disagree with an reinterpret to suit their own interests. It is by far preferable to have a high quality standard servo skull than an unwilling skull-king. And there are not always willing skull-kings for high ranking officers.
At the same time, a simple guardsman might gain the attention of a skull-king for some unknown reason and will assign itself to the guardsman. When this happens, they invariably prove to have a hidden strength and are commonly snapped up by the schola progenium when this becomes apparent.

The planet for fairly obvious reasons offers a large tithe of men to the Imperial Navy. The space one that is. Being accustomed to three dimensional fighting and cramped conditions aboard a submarine doesn't translate directly to a spaceship but it's the closest thing to it outside of orbit. Being a submariner is often seen as the kiddie training pool before transferring to being a voidsman.
With the large drift in population, it's hardly surprising that the voidsman tattooing culture spread to the planet.
Touching the ocean floor in an environment suit, spending a month in complete darkness underwater, seeing the godzilobster and riding a Secundus wave among other feats warrant a tattoo for instance. Though this not merely a military or seamen tradition any more. Hive tattoos are common, with tattoos denoting history, feats and personal affiliation.
