Exiling is a new thing, but it's mainly used in polymorph-like spells. So in most cases you're getting a creature in return. I agree that it's kinda wonky and not perfect to have blue's polymorph ability exile OR destroy, rather I'd like blue shuffle creatures in so that it's more in-flavor.

This is misleading considering that most decks in legacy are multi-colored and in most decks the only 4ofs are the win conditions (tendrils of agony, rituals etc.), Force of Will or cantrips. Not a whole lot of decks in legacy play Swords to Plowshares and the ones that do play it as a fraction of a 4-of with the sole exception of death and taxes which uses it as its sole removal.

You've got that literally backwards
Workhorse cards are 4ofs. You want them every game, maybe multiple times, in different situations.
Storm almost never runs more than two Tendrils, because they only ever need one win condition and more is just wasted space that could be full of gas cards like more rituals and hand sculpting. Some versions don't even have a single copy maindeck and just Burning Wish for it. Miracles runs as few Entreats as they can get away with, but always 4 Top, 4 top Counterbalance, 4 Terminus, and usually 4 Plows. Its also the best deck in the format right now.
Deathrite, Shardless Agent and Stoneforge as always 4ofs as well.
Cards like Swords to Plowshares, generally, if they're good in a matchup, 4 of them are good. Its not always true, but if you're putting them in your deck its because you expect them to be useful more often than not, so having more access to them in games where they're great is more valuable than having one or two less dead cards against creatureless decks. Particularly when you can just shuffle them away with Brainstorm.
