Use a cloak. It's defensive. Confound your opponent's aim, trap their blade by using it as a pincushion, even wrap it around your hand and just straight up yank their weapon away.
Old-school rapier fencing was as brutal as fighting in the street has ever been. If you're trying to impale each other with a four-foot spike, wouldn't you play dirty?
If I had to house-rule it, I'd say it'd count as a martial weapon, +3 to AC or whatever, can disarm as a standard action.
Shit like excessive martial knowledge levels or exotic weapon proficiences are worthless fun tax and should be trashed as such.

There's an issue of Dragon Magazine that has rules for a dueling cloak for 3.5.
It's a suit of light armor with an AC of +1 that also grants a shield bonus of +1. It can be used as a weapon; it doesn't deal damage, but it has a +2 to feint and disarm.
I wonder how I might convert that over to 4E D&D...
