I can understand Elves and Dwarves being in a multitude of settings, because they represent fairy-tale archetypes.
But Hobbits are really Tolkien's creation, based off his love of pastoral England.
Halflings are only in Fantasy in the first place, because of kitchen-sink settings that Gygax wrote in the 70s.
But DnD Halflings are so divorced from their literary counterparts, you could change their appearance to anything and it would fit just as well.

D&D gnomes are a rare case of the game deciding to do a race fulfilling more than one, distinct stereotype. Halflings are one of the remaining holdovers from when DnD had more over Tolkein stuff in it. Sure, we've still got elves (of both the feylike tall elves and the short gnome variety, unless you're playing your gnomes as tinker dwarves) and dwarves and shit, but so does a lot of mythology.
I still say goblins should be the sneaky small race. We've already got short human dwarves, I don't think we need short human halflings too.

Elves and dwarves in rpgs are usually just watered down versions of tolkiens depictions. Elves that aren't even immortal nature spirits and don't do anything that would be out of place for a human culture are far more useless than any kind of halfling.

I like halflings though, and I'll gladly use them in any multiracial fantasy setting, because they're a non-human race that isn't trying to impress anyone. Dwarves can be cool but all too often get locked into ultra-macho stereotypes, so I'd rather use halflings who are allowed to be just people. I like that they never really appear as a major power in any setting they crop up in and I've gotten good mikeage out of them as a universal midget underclass within human societies, whodepend for their security on their larger, patronising cousins but have a proud culture of swindling big folk and avenging slights on their extended family with ruthless cruelty
