There are multiple reasons. The first is that one of the main goals of the First Order are to eliminate the remnants of the Jedi. While I'm sure everyone is relying on Kylo Ren to finish him off, it makes sense that all of your soldiers should be prepared to fight a Jedi.
The second is that the baton is not specifically an "anti-lightsaber" weapon, it just happens to stop lightsabers. It's not the material the weapons is made out of that stops the lightsaber, it's the energy field around it.

The problem I have with that is that melee weapons seems kind of useless unless you're a jedi. If you can't use the force to help you deflect bullets, you're going to get shot very quickly. I can't see many scenarios where they would prefer melee weapons over their usual blasters. Plus stormtroopers already have those weird "stun" rounds they used in A New Hope on Leia, so they don't need a nonlethal option.

Imagine you're swinging around a running chainsaw, except it cuts things a hundred times faster and every side of the blade is just as sharp, and it also weights almost nothing and the non-blade part is smaller than the average flashlight.
If you're hitting it against things that can clash with it like other lightsabers or lightsaber resistant shit, it's going to be way more dangerous to the user than an average weapon.

Always thought that meant that, if you begin treating it like a Jedi might, or with reckless abandon, chances are you'd cut your own leg off instead of shank the guy you were up against. This movie was some top-tier action adventure. I love it.

One of the best scenes in the movie. The only shitty part was that they missed a cool moment to make him a stormtrooper Finn knew personally (you know, like the one that left the bloody handprint on him in the beginning)
Watching Finn have a moment of horror and saying something like "Tr971, is that you?!?" And then desperately try to reason with him in the fight would have been an awesome thing to watch. I feel like they really missed on that. Would have hammered home just how much the stormtroopers hate him.
Stormtroopers are supposed to be the cream of the crop of imperial troops, the guys that make the hero go "aw shit". It was cool to finally see one get a moment where he legitimately had a main character on the ropes.

Nah. It was shoved in there for a cheap thrill and made no sense in the context of the film.
That trooper is the only guy with a shield and the mace in the entire film and in the films before it. He throws the shield away immediately and starts an awkward tonfa vs lightsaber fight that didn't serve any storytelling purpose whatsoever since we know Finn already abandoned the First Order for good considering how many he blew up in the hangar scene in the beginning.
And having Finn know him personally would have at least showcased the indoctrination of other troopers or differing points of views, but it would also be a really obvious clichee.
My main complaint isn't that there's a weapon that can stop a lightsaber, my main complaint is that the fucker dropped his blaster and shield to engage in melee combat

The weapons of the flashlight monks shear through armor and block laser shots. Far better to ignore such weapons against one wielding such a blade, and either use kinetic projectiles (might vaporize a bullet, but no ricochet to worry about) or electric weapons in melee then, take advantage of the fact your weapons have weight to possibly throw them and their much lighter weapons off balance. Besides which, it was probably a tool to handle armor if it had traits similar to medieval flails, or he wanted to drag the traitor back to use as an example.
