Making concessions to the elves has always ended poorly. Even the loss of one insignificant moon cannot be permitted- it would be a PR coup. In these situations I can't help but take rumours seriously. However, I am struggling to see what they could build from our waste. It would be impractical to produce any kind of nuclear device, and they surely have those already. There is almost no information of strategic value in what remains after we're done with our trash. They're an interesting case.
