Actually, depends on how you read the spell. Personally, I also think it would leave the mental scores alone. That's why the table of possible reincarnations only mentions changes to physical stats.
"A reincarnated creature recalls the majority of its former life and form. It retains any class abilities, feats, or skill ranks it formerly possessed. Its class, base attack bonus, base save bonuses, and hit points are unchanged. Strength, Dexterity, and Constitution scores depend partly on the new body. First eliminate the subject's racial adjustments (since it is no longer necessarily of his previous race) and then apply the adjustments found below to its remaining ability scores."
When it says to eliminate racial adjustments to your stats, I think it's only referring to the physical stats, based on the sentence coming before that says the physical stats are partially dependent on the new form.
That all said, pulling a Reincarnation in your backstory for better stats is a scummy thing to do.

Well actually, another way of reading it is that it removes ALL racial bonuses, and then you only apply the changes from the table. If the table doesn't have anything for mental stats, then you don't get any bonuses to mental stats that aren't listed even if the race would normally give them.
Which means JJ is taking a deliberately powerful reading of the effect for his waifu.

I mean the obvious answer is it's a JJ OC so it gets super special stats in a non-legal way to allow him to fudge the point buy and do shit like drop his wisdom to fucking 7. I don't mind min maxing but I do mind obnoxious cheating and pretending it's totally fine because it's part of the story. This isn't even fucking part of the character's story as ti happened when she was an infant so it's LITERALLY ONLY THERE to give her stats. The Druid could've just found a baby they planned to enslave. Or a million other things.

As something that happens to the character after they've come in, and with the random element inherent in the Reincarnate spell, yeah I would agree that it's okay to do that.
But just saying "My backstory is that I was born a (race with awesome mental bonuses) but then got killed. Fortunately someone cast Reincarnate to bring him back. Now he's a (race with awesome physical stats)." as part of your backstory? Nah, that shouldn't fly, especially if you're doing it to pick what you come back as. I'd maybe allow a character like that if the player accepted the DM rolling to determine what they reincarnated as.

I agree that it's open-ended and that it's a scummy move in either case. I'm not bothered by the idea of reincarnating into a race that gives you better stats, because you've also got a chance of reincarnating into something with worse stats and seeing strange things like that happen can make the game interesting anyway. But using it as a backstory element and picking what you come back as is sketchy in my opinion. I don't know if I could trust a player doing it no matter how many times they told me they weren't doing it for the stats, unless the stats really didn't help them much at all.
I'd be more inclined to accept it if it did totally wipe away your old stat adjustments, mental ones included, and replaced them with the new ones, mental stats included (which is obviously not how it works RAW). At least then you can't squeeze stat bonuses out of the spell.

That's not how that reading of the spell works either. He's suggesting that you only ever change the physical stats after a Reincarnate spell. The mental ones remain unchanged, neither losing the old race's modifiers or gaining the new race's modifiers.
The problem then is that you could take a race with good mental scores like an elf and then reincarnate into something with physical bonuses but mental penalties, to end up with net gain that's normally not possible.
In the case of an orc reincarnating into an orc, the stats would remain unchanged.

If a player came to my table and said their character reincarnated beneficially in their backstory with a roll on the chart that didn't actually happen and was instead handpicked, I'd tell him to fuck right off. This thing where you seem to thing multiple Reincarnate spells somehow stack is just wrong. Whenever you're subject to Reincarnate, you lose your race's physical adjustments (positive or negative) and then gain the new race's physical adjustments (positive or negative). Mental stats are left unchanged; you keep the stat adjustments of your original race.

You might be able to argue the case that you could lose a change to a mental stat in a case like that, but it wouldn't be RAW anymore. It also still couldn't lead to cycling Reincarnate spells into a stat of 0, because if you can gain that penalty for reincarnating into that race, you should be able to lose it for reincarnating out of that race.

Spellslinger gives you x3 crit multiplier on your spells, and the ability to add gun enhancement bonuses to spells shot through the gun. Named bullet makes any ranged attack auto crit. Do the math.
An interesting INT based gestalt gunslinger build would be

I got the go-ahead to build a PoW character, which is going to be a Dex-based AoO/Trip-based Polearm fighter.
So either my choices are go full Fighter with Lore Warden/Myrmidon and skim a few maneuvers on the top, or I can dip Lore Warden and then go full Warlord for the rest.
He's implementing those Feat Tax adjustments everyone passes around, so I can't use my normal software to put together the build.

If you're dipping Fighter, you want to go Lore Warden Myrmidon 4/Warlord n, with Practiced Initiator (Warlord).
Use the myrmidon maneuvers to set up prerequisites for your Warlord maneuvers at level 5 (with IL 5, so you can pick up 3rd-level maneuvers), and just focus on maneuvers that don't use your Mymidon IM (wisdom) because Warlord's is Cha.

Well, Lore Warden is a bit Int based, while Myrmidon is Wis. Personally I would go Mutation Warrior, bit Lore Warden does help you a lot more in the skill and versatility department
I recommend grabbing Dancing Spear style asap though and keep the full Myrmidon levels so you can get weaponweapon training at 5th and plly its benefits to all polearms and Spears, especially since it also give you Finesse with those weapons which would help being a Dex build. After you get training in both Spears and polearms, spend the rest of your Weapon Training on some advanced Weapon Training stuff, like the one that grants skill points.

Honestly for his character it makes a certain amount of sense. She's androgynous because of tiefling heritage. If anything I like fucked up tieflings. She sounds like a warped individual who allowed her heritage to rule much of her personality, which makes a good deal of sense given what she is. If anything they should have got further to making her a completely broken person. Demon heritage should mess you up, badly.

She's only level 8, polymorph any object is level attained at level 16, which would be one of the few semi-permanent means of doing it. Generally 16th level spellcasting is hard to find I imagine, not many people are that high level wizards/sorcerers. I am unsure elixir of sex shift would work properly on someone between sexes.
I'd say she likely hasn't because she can't yet, simply by availability of proper magic.
