NASA experimented with skintight suits in the '60s and '70s.
The idea is you can use an elastic suit to put pressure on the body rather than building a man-sized space balloon and using air pressure, and it actually works better since the space suits we use now can't stand enough air pressure to match Earth completely.
The only real issue is construction and material technology for the elastic itself, and figuring out how to put pressure on your nuts without crushing them, and MIT's recent Biosuit looks to try and solve those.
Outside of that you can always just say "fashion" and leave it at that. People will always wear the stupidest shit if they think it looks cool.

In addition, if humans are constantly in conflicts out there it would make sense from a survival aspect to have some sort of protective suits going. Quicker and easier to seal it up in the event of an attack than have to put on a separate spacesuit.
