Hypothetically someone could blast Earth from space while everyone is asleep but we should note that some characters are naturally more durable than others. Kid Goku withstood bullets yet clearly can't handle blasts from Raditz let alone Zarbon or Dedoria. Frieza, and by extension Cell, is a special enough snowflake that he can withstand Namek's destruction while bisected and empty on Ki. Super Buu, despite being much stronger than Namek Frieza, has natural defenses much less and can be pierced by bullets. Super Buu has far better Ki defence and overall can regenerate so he doesn't care about natural defences.
