Savage Interface Zero, or maybe Savage Suzerain using one of it's more 30-seconds-into-the-future sci-fi settings Shanghai Vampocalypse. Savage Worlds is relatively rule light, but still crunchier than something like FATE.

There's probably a Savage Worlds based game. If there ain't, make one
the infinity rpg system is pretty rules light if you can find a copy. Its not officially released yet, but they released around 6 or so versions of beta rules.

Shadowrun is really not that rules heavy.
DnD 3.5 is probably more rules heavy, really.
You just need to get used to the dice pools and then all you have to do is remember a couple numbers.

It's not that Shadowrun is rules heavy, but more there are a LOT of situational rules and modifiers. It really does require every player to be fully on the ball and aware of the desired consequences of their actions before they make them.
