Wizard with Elven Spell Lore set to Force, Arcane Thesis in Fireball, and every metamagic feat you can grab. Also, Incantatrix.
Apply all metamagic to Fireball, making sure at least some don't normally increase spell level. Include Energy Admixture, Heighten Spell, and Twin Spell. Also Quicken, of course. Apply Elven Spell Lore last.
Proceed to LAZOR everything forever.
The key to this is that Elven Spell Lore is the only feat (to my knowledge) that changes energy types and just lets you choose, without specifying a list you choose from.

I'd go with Rainbow Blast from Spell Compendium rather than Fireball as the base spell. Same spell level, same max damage (though slightly lower average, but I would assume the Master Spark is getting a Maximize either directly or via a rod), but much closer in style.

You'd have to make an entire character sheet for her since she's a human, not a monster race.
Anyways, using the Pathfinder system I see her as either a high level warlock or wizard with a level or two in rogue (or just spend all of her skill points in Sleight of Hand and Stealth).
