The thing is, Leto II wasn't solely interested in the welfare of humanity. He was first and foremost a tyrant, and keeping people dependent on spice as long as possible helped him maintain absolute control.

Well, it's tricky, innit? He needed to be a tyrant to execute his plan. Some people are power-hungry for their own sake, but this was a different case where, while you can't with certainty eliminate the egotistical component of his motivations, you also can't ignore the fact that his altruistic plans really did require him holding on to tyrannical power.
