Systems are collections of rules.
Rules are there to handle conflicts, both between players (Your attack missed! Nuh-uh!) and - I apologize for using this term - PvE (I try to climb the tower).
What kind of conflicts are you looking for in SoL high school shenanigans? Would there be any that wouldn't be best handled through roleplaying?
The clearer an idea you have, the more likely you'll end up with a system that does exactly what you want.

Their goal was apparently to introduce girls to rpgs by using a more familiar setting than sci-fi or fantasy.
Gameplay is focused on sensitivity and psychology, with some (cat)fighting, and optional rules for magical girls settings.

While my personal favorite system is one in which the mechanics focus entirely on combat/conflict, and leave the non-combat to role-playing, that's not the only way a system can be made, and it's fully possible to custom tailor a system to simulate a specific genre.
