Look potatoes are not exactly difficult to work with. If you handed one over to someone who'd never seen one before they'd PROBABLY be able to get at least a shitty soup out of it. I mean there's a risk that they'd try to use the leaves and poison you (potatoes and tomatoes are both members of the nightshade family and actually related enough that you can graft tomato tops onto potato bottoms to save planting space, but both of them only mostly have trace amounts of poison in the part we actually eat, it's the leaves and stem that you don't want to eat.)

Not very well. He hasn't bought into the "cook tuber" skill and has to contend with a sizable armor penalty. So while it's possible, it's unlikely unless there are situational bonuses. Peas are, of course, a different story, as I made sure not to skimp on "knowledge: legume".
