In a Fantasy sense, which race of beings has the greatest potential to create Art?

I know everyone probably says Elves, but what of the humans and their passions? Would a half-Elf be better suited than either Elves or Humans? Or maybe dwarves, or are they more craftsmen than artists?

Or is there some other race entirely?

Elves tend to be pretty passionate. I think Deedlit was the most passionate character in the RoLW OVAs, just after Pirotess.

Define art, it matters what you mean by art. Are you limiting it by medium? If not, then probably no race is more artful overall, but each have different areas they excel in and others they are weak in.

Remember that art is more cultural than tied to race. A culture that values aesthetics would make more art than one that values function.

Depends on the art style really. Elves would probably be unrivaled in poetry and songs, Dwarves would be the best sculptors and craftsmen, Humans would probably be best at abstract art or representative works, you could even make Halflings or Gnomes the best at miniature replicas, their small stature being perfect for delicate tasks.

Postmodernism is really only bad because it's like the same joke being told over and over again for a couple decades. I get it, and all, but there's rarely anything about one postmodern Thing that feels much different from the last fifty. I don't mind minimalism, though. Elves would be able to create the "greatest" art, but they would actually treasure human art more, simply because the human's short life span means they would never produce the same volume as an elf, not only making the human art "rarer" but it also exists as a reminder of the human artist who died and serves as a piece of their being that still exists.

Dwarves would be better architects and sculptors though, because of their natural affinity with stone.

Also each race might consider different things "art". Maybe to a halfling a well-prepared meal is more artistic than a skillful piece of painting or a good song.

Could you imagine spending eight years on a beautiful canvas, and another two finally get recognized and put into a museum, then some greasy money-grubber sticks a fucking dragon dildo next to your work, and now your piece is both ignored and a laughing stock.
The work you spent ten years of your life for, not for money, but for passion, next to a dragon dildo.

To make matters worse, they have the ultimate cop-out.

No one has agreed upon a universal definition, and those snakes use that to their advantage, because you can't. Art cannot be held to the standards of one man, culture, society, hell even continent. This simple request leaves any artist stumped.
It doesn't help that Dadaists are fucking pompous shitboots that prance around, flinging french insults at passerbys, and being absolute condescending assholes. Look at /int/ if you want an example.

TL:DR- Dadaists are trolls of the art world, and that's why they are terrible.

Situation creates culture. Available food sources, terrain, neighboring cultures, history, and potentially race.

Race is one consideration of many that create culture, and looking historically, not a particularly important one.

An Elven painter and a human painter stumbled upon each other when the human was but a youth who barely understood the concepts of light logic and the finer points of color theory.
The human always looked up to the Elven painter, because of the elf's masterful technique and prolific work. The human's constant questions on technique annoyed the elf at first, but as the years went by, the elf became fond of the human's tenacious attitude towards art and they became life long friends.

The two often painted portraits of each other over the decades of their friendship. The human's portrait of the ageless elf shared what artist saw in his friend: Elegance and Wisdom.
The elf's portraits of his friend always had one defining feature, eyes of fiery determination. However, everything else changed about the human. Greyed hair, wrinkles, sagging skin; The youthful vibrance quietly slipped away in each subsequent portrait. This body of work chronicled the lifetime of the elf's dear friend.

As time would have it, the human passed away of old age, leaving a legacy of work that bolstered human culture. But none treasured it more than the elf, because it served as everlasting memories of their dearest friend.
