What systems are good to run a horror game with a focus on action? Think or something like The Evil Within

There are a number of systems that can handle it well, but far more important is real buy-in from everyone at the table. In my experience, even when players say they buy in to a serious horror game, the tone never lasts longer than 20 minutes before players start to crack jokes and it becomes much more army of darkness than Evil Within. not a bad thing, but not what you're looking for.
As for systems, try dread or
savage worlds (especially with realms of cthulu setting gritty damage rules)

I know, that is why I want it to be action focused like TEW
I've heard a lot about Dread but I mostly play through Roll20 so its not an option, thanks anyway.

DREAD, definitely DREAD. While the action may be difficult to represent, horror and the tense atmosphere are easy.
