A fairly smart dude, considering that making humankind self-sufficient and self-governing has let it outlive all of the loyalist primarchs. Keeping the space marine chapters small means that any one going crazy (which happens, since none of the primarchs are around to smack them in the head) can be easily handled when compared to the nightmare of the heresy.
