Pantheons weren't actually as common as people seem to think.
Part of it is that most of what we know of older religions is filtered through the knowledge of the Roman Catholic Church, who didn't really take much time to learn about other religions and had the strongest experience with Roman Pantheism, so they tended to assume all foreign deity worship was the exact same way.
Example; though we frequently consider the Norse gods a unified group of deities most of that comes from the Sagas which were written well AFTER all those lands had been Christianized, not by the people who actually worshipped them.
There's plenty of evidence to show that some Nordic tribes would worship Woden, but not Tor, or Tor but not Woden, or worship neither but pray to Tyr instead, and in many cases wouldn't really acknowledge the existence of any deity other then the one they worshipped.
It probably comes from there being no unified mythology since they had no unified church to TEACH a unified mythology.
