Sorta. They are super powerful but they aren't P2W as such as they have a set point value in games and most of the better lists wouldn't make use of such a model.
It's mainly because they are very important characters in setting and it's FW so premium price for the quality you get (I wouldn't know how nice they are, never seen one up close.) I honestly don't see much appeal to them myself but each to their own.

they're very powerful but most importantly they're gorgeous models we've literally been hyped about for about 20 years. I don't mean that GW has been promising us those models for 20 years, but we've wanted them for that long, to the point where several independent manufacturers have been releasing unofficial versions of these characters for at least a decade before we finally got the official ones.
So now these models have a practically sacred status.

These things are made by Forge World, which makes the super-luxury special toys for the luxury toys company that is Games Workshop, and even for their category they're super duper special collector's items. And they're incredible models for what concerns design, details and whatever else.
So, yeah, I'm not going to scream in outrage just because they're charged $100 each. I'm not saying it's a fair price or that I would ever consider buying them (I don't even play 40k anymore), but it would have no sense bitching about their price. They're top quality miniatures for collectors, they have their own niche in the market and it's pointless to compare them to regular miniatures.
I'd be more outraged by the crappy models and mad prices GW is offering for its regular product lines.
