A 12th level Wizard has been given a quest to cause as much destruction as possible. Assuming that the wizard has access to any spell or feat, and that items that need purchasing can be purchased. The obvious answer is considering just raising an undead army, but the wizard is more enamored with the idea of doing the damage personally.
The actual mechanics of the spells are somewhat important, since there will likely be a chase scene with the party running away from these damaging effects. Before I go to the standard fireball and summons route, is there any way to spice this encounter up some more?

Apocalypse from the sky in book of vile darkness(3.5) does 10d6 fire, acid or sonic damage (caster picks) to everything in 10 miles per caster level. It is a 9th level spell, but they can use a scroll. It takes a day to cast and caster also takes the damage.

IIRC there was some combo with weather control and summoning snow that would drop hundred ft of snow on area of several square miles in a matter of minutes - but I don't recall the detail and it might actually have been a Druid thing.

It's been some time sice I last looked into DnD books, but it should be possible to use wall summoning to create much mischief like create dam that will hold back water from a river until it breaks, forcing a flood or create an earthslide. Amplify and trigger natural catastrophies will do far more than the spell itself ever could.
If you cannot find wall spells summon water or earth elementals to do the trick
Forest fires are also good, and easy to make.
Or try to attack the food production, burning fields and shit, should not take long, but in a year everybody starves.
Use mind altering spells to create wars, not kings as they have protection but border patrols attacking each other.
Annoy Fir'ma'rigex the migthy green wyrm.
Reroute herds of migrating animals.
Kill bees, as they are vital to many crops.
Fly+Invisibility+bottles of poison in wells. The witch really did it this night...

Build primitive stationary railgun, power it with magic and aim at city of your choice.

Why would Shocking Grasp, which only produces enough energy to do 1-5d6 damage, be able to generate more damage just because it's used indirectly?

Pretty much, in my case we used "call lightning" because the DM ruled that neither Lightening Bolt nor Shocking Grasp has enough voltage to power our giant Not-Stonehenge-Railgun.

9th level isn't epic level. Apocalypse from the sky can be explicitly cast from a scroll - it mentions it in the 'corrupt spells' section.

Make thousands of exploding runes. Get air-ship. Start hurling low-level area dispels that will fail to disable said runes. Laugh as the world is consumed in force damage.

Play the role of a god and focus purely on fucking with nature! Raise bodies of water, flooding areas and drowning crops and cattle! Weaken cliffs and cause rockslides with stone to mud! Use mind control spells to instigate warring cults everywhere. Without getting into a political discussion, you'll want to have Fantasy Communist terrorists, Anarcho Capitalist terrorists, human supremacist terrorists and absolutist monarchist terrorists fighting one another everywhere, ideally armed with scrolls/staffs to maximize damage and constructs churning out weaponry by the score.
