"Reunify the divided races" actually seems like a cool concept and I haven't seen it done before.
Especially because, as you presented it, it's not necessarily sexual. You could just be uniting the cultures and getting them to live together/reconcile after centuries of hatred, not make them breed together 1:1 to create a full half human/half elf race.
I think you're overly worrying and your GM's just trying to be original.

It may be that the oracle sees that humans and elves may cause MAD, without the Dwarves, Orcs, etc, having caused it. It may be that the oracle saw a bad future and the best way to avoid it is to prevent the two races from hating each other.

Well before they split they were supposedly Master race tier. Imagine a Roman Empire with all the Romans being also Dragonborns (elder scrolls style) in a low magic setting. And they are immortal til killed in combat.

Sounding about right so far. Reuniting the German peoples under one banner, an Aryan race who have claim on Indian land...or maybe that's supposed to be an Israel metaphor, I don't know.
And the master race will conquer the world...That is, assuming this oracle is speaking on behalf of gods that we want to hear. You could just fuck it, kill the Oracle, and keep the races split. And if your GM tries to describe how the world is beginning to crumble through influences from eastern orcs degrading human and elvish culture, whose kingdoms are now working entirely to support the lazy other races, just look at him with disdain.

I wouldn't call it a big plot point, since it didn't really affect all that much. That whole going back in time business, it was kinda sorta somewhat related to Delenn turning herself half Human ... and I think that's it.
Now that I think about it, there were kind of a lot of things in that show that were covered fairly briefly and then dropped, which is good for RPG settings and the like but not typically done in mass media.
