It will likely produce a lot of kludgey solutions and hackish results, but with each iteration of playtesting it will get more refined.

Make sure you recruit new playtesters, at first players and then GMs as the project gains momentum. That way you'll get a larger sample size and avoid exhausting your poor buddies. Clubs and FLGSs are good places to look for testers.

Having new playtesters also helps with people catching things you never actually explained that you or your players took for granted.

What's a fiat?

In my opinion the best games are made by people who understand things other than games. A martial artist is likely to have more interesting ideas about fighting than a guy who's only experience of combat is D&D.

So my advice is to get some serious knowledge or life experience. Write what you know, but first make sure what you know is worth writing about.

Te absolutely first thing you need to do is figure out what your rpg will do that other rpgs don't.

There are one bajillion rpgs and there is every chance that your ideas have been used multiple times already. Read a fuckton of rpgs. Read reviews, blogs, anything.

Have SOME idea of what the point of making yours is. It doesn't have to totally blow everyone's mind, it's perfectly fine to have your goal be something like "makes a rules light system that doesn't look like ass" or "have better combat than that other game", but it can't be "Iunno, I just wanted to do it myself because my ego chafes when I play other peoples games".
