Okay, so there was this book called Lords of Madness with all kinds of information on Mindflayers, and Neogi, and Beholders, and other freaks like that.
There's a magic item in the beholder section called "Mouth Pick" that allows beholders to wield melee weapons in their mouths.
Do you think it would be possible to create +1 mouth pick shurikens?

Also "freaks" is offensive! Mindflayers, and Neogi, and Beholders may be evil monsters that kill and enslave, but they have feelings too.

What's also possible is to use the Dragon's Dogma version of the beholder and have it use it's tentacles to wield weapons.

Also check Book of Madness again. They have tongue blades. No need to tie up their magic ray shooting eyes.
