That would actually be kinda funny to build a campaign around. Everyone in the city is used to the sound of the waterfall and has no trouble tuning it out but the party can barely hear themselves think.

Simple: Have it be a monastery inhabited by an order of monks who have taken a vow of silence. The roar of the waterfall makes spoken words almost impossible to hear, so it serves to remove the temptation to break the vow.
