Melee weapons are not as fiddly as Firearms, so they don't have stats like they do unless it's special cases like the Drill. Here's the run down on Melee Weapons.

What's the base damage?

It's based on how many successes you roll with your attack skill. Some effects might increase or reduce damage, but all weapons do the same base amount of damage based on your attack skill levels.

Done: when hacked, laser cells are 20/26/34 for normal/thermal/burst cells. Difficulty is medium, if that affects the price.

In a way. Pilgrim Hat uses the Shield mechanic, where as Sheltered Life will completely stop damage no matter what. In a sense, Sheltered Life is better, but Pilgrim Hat is cheaper to get and costs less EP to use.
It depends on what you need more, the EP space, or the stronger effect.
