While cool as a gimmick especially for a big bad or his lieutenants the cost of just wearing a mask or covering your face to conceal your identity is so much less that this is a ridiculous concept. A veil that made your face appear different as opposed to just blurred (making it obvious you're hiding your identity) is cool.
