What is the local equivalent of Hell like in your setting? It's denizens? It's rulers? The punishments and sentences given to sinful mortal souls? Etc.

It's mostly like the equivalent of the underworld in Wraith: The Oblivion. "Sins" are more "Debts" and influence the stay.

Upon death, people leave an echo of themselves in the spirit world. It's not really them, the essence of "them" dies with the body, but it's a reflection of who they saw themselves as at the time of death.

The spirit realm is a place where belief dictates reality, so most people find themselves in whatever afterlife they believe they were destined for upon death. This is usually the afterlife of the religion they followed, either heaven or hell.

Some become self-aware that they are spirits, and from then on operate entirely as spirits do, and may even be worshiped as gods in ancestor-revering cultures and gain relevant powers.

Of course, you can't really game the system. Belief doesn't work that way, and there's only a very minor cult that believes things work how they actually work. Most people look at them how you'd expect people preaching "Everything is true! Belief is the only constant!" would be looked at.

There is no real heaven or hell, just the astral realm and the Great Beyond. The astral realm is full of wondrous and strange things and is just the space between planes, but the Great Beyond is where all souls go after death, and nobody who enters it has ever come back, even if they enter with their corporeal body.

The closest thing to hell is an extraplanar garbage dump for the unsavory things of the world. Mutants, evil artifacts, cults, vampires, demons, unkillable creatures, corrupt entities, criminals, and other bad stuff. There are gates leading there and spells that can banish things there, but ostensibly no way out. Once in a while, things find their way out.

Everyone, good or bad, will ultimately be dragged to the Underworld by the hungry weight of Oblivion, usually lingering as desperate shades for a time before they are sucked in. Demons mostly have better places to be, as it is the living who do most of the sinning. Some mortals do eke out a meager existence in the Underworld, though, like the remnants of the once-great dark elves, or the cruel mind-flayers.

Imagine earth when the first sapient being was born.
Hell is a parallel universe of earth with 2 changes:
1-No animal evolved or will evolve into a sapient being
2-Living beings that follow the 95% evil rule will appear on this universe (at the time they died).
3- 95% evil guys magically disappear and reconnect themself with the universe after some amount of time.

Pretty much the same as the normal world. I mean, when you really think about it, some of the biblical requirements for getting into Heaven are a bit overly complicated. Like 99% of people, even Christians, are gonna end up in Hell by virtue of doing some shit like wearing an outfit made of more than one kind of cloth or something.

Sure, it was all fire and brimstone and horrible torture back in the olden days, when Lucifer had just been kicked out of Heaven and he was still pretty mad about that, but he's had time to mellow out since. So basically, as long as you're not some kind of ultra-horrible double-Hitler, Hell is basically just a continuation of your normal life.
