Excuse me, Commissar, but why do we never use chemical weapons? I understand that the Necrons are immune, the Eldar, Tau, and Chaos Space Marines wear helmets, and the Tyranids are probably immune, but surely chemical weapons could thin out Ork numbers.

The imperium values territory more than it does human life. The actual reason is the Virus Outbreak card was too good.

The Eldar are, generally speaking, still susceptible to chemical weaponry. Tau gear is woefully ill-equipped to deal with that kind of thing as well.

It's literally the go-to approach for killing Tyranids if the planet is lost and they are capable of doing it still. They even do it on planets that are just in the way of hive fleets to deny them biomass and weaken them.

The Tau suits and fire warrior armor was suited to survive in the toxicifed and virus infested atmosphere of Agrellan.

Heck, Tau suits can even fight in space and underwater. In whatever environment the Greater Good is needed.

The average squad of grunts might not know that though. After the first week of shits and giggles playing pop up pirate with the ork, they might notice more vermin than usual. Month later, some ratlings are accused of breaking shit, small figures stealing things.

Hell, I remember a bit of fluff from the noise marines years ago, where one of them was talking about sparing a town, if they were only to just hand over all their daughters. They add that they are being merciful, since they could have asked for sons as well.

I've got two answers for you and you're not going to like either.

To the first, in order to sustain combat over thousands of years a massive population growth is needed. You'd need planets worth of people fucking constantly in order to keep up with the 40k rates of attrition.

The second answer? Freud. Human beings are simply hardwired for sex at our most basic levels. It's essential to avoid extinction.
