Depends on the group and the game. I was running a playtest for a weird metasystem called Break, and the first session ended with the PCs putting a crack in the sun. That was fun.
I'm boring as hell and hate fun, so I usually say that long before sun-bullying. I like a power level whereby PCs can execute very low-level mischief (like faking their identity, starting a bar fight, or creating obscene graffiti) and avoid getting caught at least most of the time
