What would a fantasy "gambler's paradise" look like? Of all the campaigns I've been through, I've never come across the Vegas equivalent. I imagine it would be built around a coliseum or something.

Whenever the party wins a round in the arena, a giant slot machine goes off.
If they get straight bars, the battlefield becomes more hazardous and dangerous to them in specific.
Jackpot and they get some powerful ass weapons that disintegrates whenever the round ends.

It's built around a gigantic natural crystal which juts from the cliffside that forms the city's northern wall. Thanks to a natural intersection of the leylines of sight and control, the crystal has been soaked in magic for centuries that has made it into an incredibly powerful scrying stone.
The city was originally founded by an evil wizard who intended to use the stone to uncover the True Names of the gods and slave them to his will. After his eventual defeat, his fortress was repurposed as the home of a knightly order dedicated to defending the stone from evil, founded by the adventurers who'd slain the wizard.
Of course, when you put a large number of soldiers, mercenaries, sellswords, and adventurers in one place with nothing to do, you get gambling. Lots of gambling.
Eventually someone got the idea of using the stone to scry a horse race back home, and the rest in history. Now, they if for booking on every wagerable event in the multiverse. Diviners pull eight-figure salaries combing the planes for desperate last stands, photo-finish races, nail-biting contests of skill, and other edge-of-your-seat happenings that will whip the bookies into a frenzy.
