Most of the "monsters" are actually NEUTRAL, they are just displaced on Earth because their ability to become explosive giants is what the big science accident that keeps teleporting them here is latching onto.
Hell, the lead scientist who help make the Zords and Super Suits possible IS ONE OF THEM, while another can survive exploding repeatedly and is from a culture where doing so is a form of GREETING.
That said, it's just the regular Earth U.N. here, and the primary purpose of the United Nations Special Emergency Response Ranger Corps isn't to KILL these beings, but to put them into protective custody so their abilities don't end up leveling even more Earth Cities just because they get spooked by something.
The Power Rangers, a special select team of the more numerous Ranger Corps, exist to deal with those creatures who are unwilling to cooperate or are outright malicious (The Form-fitted Super Suit that need to be TELEPORTED ONTO their custom-fitted user are specifically for dealing with them at human scale, where these creatures are virtually impervious to physical harm) and call in their Zords if need be, not to destroy the monster, but actually physically force it somewhere it can be detonated with the least collateral damage.
The series wouldn't even HAVE a Big Bad until about halfway through, when a petty monster warlord ends up on Earth and figures it's puny inhabitants ripe for conquest if only a small team of six can directly stand against him.

There are also PR-like adaptations of Black and Ryuki but they are BAAAAAD. And they killed the whole idea of adapting rider forever.
