My favorite dragon is Brass.
Brass and Blue both live in desert climates, and because of this there is a special enmity between the two. With Brass dragons being weaker than blue, they are typically beaten and driven away in any confrontation, so that even the most easy-going and personable of all the dragon varieties has a sore spot in regards to this matter.

I like them 'cause they're relatively orderly and could conceivably reconcile 'I'm an evil dragon' with, 'enlightened self-interest', given some proper persuasion.
Can hide completely under sand.
I had one that I roleplayed as lazy that really half-assed being a regional menace. If it ever got really difficult (crusading heroes, again?) he would just "Meh, I didn't sign up for this" and move his hoard to a new area.

Op here. Thinking of having a blue dragon be the initial bbeg for my players but im not sure that they could reasonably handle an adult blue dragon any time soon. Thoughts on how I could keep him as the main threat without a tpk?

They like to fly up into storms and catch lighting bolts with their horns. With the right amount of magic and patience you can mess with the storm and seriously fuck them up, get the timing just right and you can even make their heads explode.

The dragon has just spawned, and its young is leaving it's care. The first few babies you kill, it doesn't care, they must have been weak. But then the babies team up, and still die. Now you pissing mama off. Also the nearby silk road town is getting raided so hard.

Looking at their overall abilities as they age, we know they've got an affinity for deserts, and can create sandstorms, illusions, mirage arcana, ventriloquism, etc. It can create water at will, with when combined with its environment and its illusion abilities, I'd be tempted to create quicksand to vex the party.
They can destroy potions and other liquids. If the dragon encountered the party in the open desert, it may destroy their water supply and potions just to mess with them. (Better have a cleric along).
Pathfinder AP Curse of the Crimson Throne has a mighty blue dragon named Kazavon whose body was divvied up long ago and those parts became powerful artifacts. There is a cult devoted to reuniting those artifacts just because Kazavon was an incarnated servant of their god, Zon-Kuthon (Pathfinder's cenobite deity of pain). He basically kicked orc ass for a century and then was vanquished by a doomed paladin.
Blue dragons are cool. I'd play up the electricity aspect and have sandstorms and lightning and static electricity everywhere before the creature shows up.
Had a young/adult one in a game I played in. I managed to not only persuade it to stand down, but to also join us on the party's adventure, offering it food and beer, good company, and some of the treasure I'd come across in my travels. The party didn't want him to join in the fighting so he'd usually just sit on the sidelines and watch us fight monsters. Naturally we started being treated as villians for associating with it, but after a little bit of interaction he was usually welcomed into the places we went. He got killed off though by another group of adventurers, who promptly killed everyone but the wizard (who got the fuck out) and the bard (who actually sold us out). The town we were in at the time was actually one we had often came through, doing a lot of trade there and generally keeping a good watch on the place to make sure nothing bad happened. They didn't take too kindly to the events that transpired and took to arms against the rival adventurers, chasing them out of the town. Our new characters are pretty much bounty hunters out to collect rewards of the ones that got away, with the wizard who escaped at the helm. The bard is now the BBEG, leading his new colleagues with his knowledge of the land and heroic name. It's a wild time overall.
Going back to the blue dragon though, he was okay to have around. Had to do some clarification though at an inn when I told the party that I wasn't going to rent a room, I'd rather go sleep with the dragon (I was trying to create a bond with it so I could become a dragonrider or something similar)

Alternately a younger sibling of the proper bbeg is basically interning, getting to know how terrorizing villages works, coasting on reputation, not having to deal with infringing on other dragons' territory. Well, one time my party encountered one in a dungeon. Long story short, we had enough potions and spells to annoy the hell out of the dragon and make it leave before someone revived the sorcerer and barbarian to keep going at it.
There was some middle-aged blue dragon who ruled over an oasis and taxed every one who came through a gift and gossip. You had to show up and have dinner with her, answer some questions about your homeland or where you'd been from, give her something nice, or you'd find all your water mysteriously evaporating after you set out again.
And since this is /tg/, I'll add, the lizardfolk in the party did try to seduce her. He failed, but that didn't stop him from convincing the rest of the party he did.

Good question about blues. Those proud mofos will never let anyone ride them (maybe "ride"), but what happens when someone lands on their back with intent to kill? Ride checks to hold on and climb checks to avoid falling when the dragon shakes them loose? Lightning breath over the dragons shoulder to precook dinner? Dive into the sand to scrub off the barnacle?

Diving under the sand should also be fairly firm discouraging. Either let go, or get bludgeoned/suffocated and buried alive under the desert even if you somehow manage to kill the dragon.
