why not? Deathwatch uses some unique toys for example against tyranids. They couldn't dig them up, they must've invented them. Reseach time could also be interpreted as time needed to requisition some exotic equipment. Personaly I'd love deatchwatch more as mass effect style shooter rpg. Only without romance sub-plots.
