Canonically, tau men and women are pretty alien-looking; it'd be pretty hard to call one attractive by human standards unless you give no shits about facial features, though a Fire Caste would easily be butterface material due to the level of health and fitness they'd need to maintain.
In a lot of /tg/ depictions, it's hard to tell how alien they'd look; a lot of art style used in both western and eastern cartoons and comics tends to ignore a host of minor details that can make just about any depiction of someone hotter than they are in real life, even when the artist tries to conform to their looks and not make an idealized version of them. Particularly in artistic styles based on anime aesthetics you'll see Tau who simply look like blue humans with weird feet, fewer fingers and a I or Y shape above where a nose should be. Furthermore, the process of idealization still exists in these fictional characters; while Tau are often shown as being bald, and long hair would be impractical for a professional soldier who spends a great deal of time wearing a helmet, you'll see a lot of pics like the OP one where they sport a full head of long hair, as well as sexualized traits such as the lack of chest protection in OP's pic and what she's wearing in place of it.
Of course, we're talking about fictional aliens from a space fantasy where they ride around in robot suits and fight space orcs, demons and the like. If you want to imagine them as being more humanlike, that's your right.

I don't know enough about Tau to confirm or deny this stuff, but I assume that it's likely that they simply have the same kind of breast development that other non-human mammals have; breast swelling is a result of pregnancy and having children of nursing age, and normally this tissue is allowed to atrophy when the Tau in question is neither pregnant nor rearing young.
